New Patuxent River ROICC sets course to be naval aviation’s trusted construction partner

Lt. Cmdr. Mark Bush has taken the helm as Resident Officer in Charge of Construction (ROICC) at Naval Air Station Patuxent River with a clear aim: make his team a trusted partner in mission accomplishment for the Navy’s hub for naval aviation research, development, test and evaluation.

For Bush, that means an office that communicates clearly, consistently delivers value to the commands it supports and gives its employees meaningful work and room to grow professionally.

Bush leads the Naval Facilities Engineering Systems Command (NAVFAC) Washington team that delivers the facilities installation and tenant commands need to keep naval aviation mission ready. He arrives during a period of organizational change, as infrastructure delivery at Patuxent River brings together many stakeholders with distinct missions and priorities.

“Successful infrastructure delivery depends as much on communication and relationships as it does on technical engineering,” Bush said.

To keep those partners aligned, Bush focuses on strong governance, a structure that brings stakeholders together, clarifies roles, sets expectations and guides sound, timely decisions. His priorities include strengthening communication across functional lines, developing supervisors and empowering employees to solve problems.

“Our supported commanders think in terms of readiness, capability and mission accomplishment,” he said. “We have to communicate in terms that matter to them.”

A licensed professional engineer and Civil Engineer Corps officer, Bush has led Seabees, managed construction and served on operational and strategic staffs. At NAVFAC Marianas, he helped deliver two complex military construction projects to the Air Force. He has completed Joint Professional Military Education Phase I and is qualified as a Seabee Combat Warfare Specialist and a Fleet Marine Force Warfare Officer.

“The projects we deliver will eventually be completed, but the people we develop will carry their lessons, values and experiences forward long after our time together,” Bush said.
