Emerald Housing Unit Opens At USCF To Support Tiered Housing

The Utah Department of Corrections is announcing the official opening of the Emerald Housing Unit at the Utah State Correctional Facility (USCF), with video and in-person visitation for the unit set to begin in November.

While the Emerald building was originally intended to house female inmates, ongoing assessments of population needs and facility operations have led to a strategic shift. The unit will now house male inmates and is specifically designed to provide the necessary accommodations for our behavior-based tiered housing model.

While this represents a shift from the unit’s original design, the USCF campus layout and our strategic security measures ensure complete separation between male and female populations across the facility.

Opening the Emerald Housing unit at this time is a critical step in advancing our rehabilitative mission. The behavior-based tiered housing model allows us to better manage our incarcerated populations by providing structured environments that directly incentivize positive conduct and personal progress.

Utilizing Emerald for this specific purpose gives staff the dedicated space needed to safely implement these tiers, ensuring that inmates have the appropriate setting to focus on programming, education, and safe integration.

Starting in November, approved visitors can begin scheduling visits for individuals housed in the Emerald Unit. The Emerald visiting schedule can be found on our Visiting Information page.
